William M. Coulter was born near Front Royal, VA., and grew to manhood in that neighborhood. He served through the Civil War in the Confederate army, and was in the battle of Antietam. At the close of the war he removed to Federick County, MD., and afterward to Washington County. He was a life long Democrat, and a member of the German Baptist Church. He died in Rohrersville District in 1897.
